The historic Wolf River flooding from April 16–20, 2026, created major challenges for many families in our community. The New London Area Chamber Foundation Flood Relief Fund was established to help residents facing significant flood-related hardships, including evacuation costs, home repairs, damaged household items, and emergency medical expenses. Because the Foundation operates as a charitable non-profit, the application process was carefully developed to meet IRS disaster relief guidelines and ensure funds remain tax-free and dedicated to supporting our community. Applications are reviewed based on financial and recovery needs, and additional funding rounds may be offered if more donations become available.

Grants are awarded based on the committee's objective assessment of financial or flood-recovery hardship and the availability of funds. Grants are tax-exempt under Internal Revenue Code Section 139. ** Disclaimer: Not all applicants will be funded or approved. **

Housing/Evacuation relief

Examples: hotel/motel stay during city evacuation dates, security deposits for temporary housing due to flood-impacted primary residence, emergency storage units. Must have incurred expense during flood dates, 04/16-04/22/2026.

Emergency Medical Assistance

Examples: medical copays, replacement of prescription medications, or emergency medical transportation due to flood injuries or evacuation.

Housing Repair & Rehabilitation

Examples: repairing structural damage to your primary residence or mold remediation.

Essential Household Contents

Examples: Replacement of critical appliances (fridge, stove, washer, and dryer), clothing, bedding, or basic furniture.

(Maximum individual household grant awards will be capped systematically across all applications based on final parameters set by the Flood Relief Ad Hoc Committee board.)

  1. The financial assistance requested will be used solely for the essential disaster recovery expenses indicated in Section 2.
  2. These expenses have not been, and will not be, reimbursed or paid for by insurance, FEMA, or any other financial assistance program. If I receive insurance or FEMA payments for these exact expenses in the future, I agree to notify the Foundation.

Here is what we can’t grant due to being a community foundation and IRS compliance with this type of grant-making.

  • No income replacement for lost wages, lost business income or unemployment compensation.
  • No insurance duplication: we cannot pay for expenses that have been or will be covered by insurance policies, future FEMA grants, or structural reimbursement/warranties.
  • No “making whole”; our fund is to help recover with meaningful financial assistance where it is needed most for our businesses and the New London area community. It is not this fund’s function or the IRS's to make an individual ‘whole” or to save a home. This type of grant making has to be open “to any” who has experienced severe flooding damage or impact and is required to be a needs-based evaluation with the correct documentation to provide financial assistance.
